{"id":17411,"date":"2026-02-02T08:30:00","date_gmt":"2026-02-02T07:30:00","guid":{"rendered":"https:\/\/nievesenergia.com\/?p=17411"},"modified":"2026-02-02T12:34:52","modified_gmt":"2026-02-02T11:34:52","slug":"normativa-ambiental-transport-combustibles","status":"publish","type":"post","link":"https:\/\/nievesenergia.com\/ca\/blog\/transport-de-combustible\/normativa-ambiental-transport-combustibles\/","title":{"rendered":"Com afecta la normativa ambiental al transport de combustibles"},"content":{"rendered":"\n<p>El <a href=\"https:\/\/nievesenergia.com\/ca\/productes-i-serveis\/transport-de-combustible\/\" target=\"_blank\" rel=\"noreferrer noopener\">transport de combustibles<\/a> \u00e9s <strong>una activitat estrat\u00e8gica per a l&#8217;economia<\/strong> i, al mateix temps, una de <strong>les m\u00e9s regulades<\/strong> a causa dels riscos que pot suposar per a la seguretat i el medi ambient.<\/p>\n\n<p>Els camions cisterna i altres infraestructures log\u00edstiques que intervenen en el moviment de carburants han de complir una \u00e0mplia bateria de normatives ambientals i de seguretat. Aquestes normatives <strong>no sols busquen reduir els riscos<\/strong> d&#8217;accidents o abocaments, sin\u00f3 tamb\u00e9 garantir<strong> que el sector avanci cap a un model m\u00e9s sostenible.<\/strong> <\/p>\n\n<p>La tend\u00e8ncia dels \u00faltims anys cap a models productius m\u00e9s amigables amb el medi ambient, han fet que <strong>el sector s&#8217;actualitzi per a poder complir amb aquestes noves normatives.<\/strong> En aquest article veurem quins s\u00f3n, i com han influ\u00eft en el transport de combustible. <\/p>\n\n<h2 class=\"wp-block-heading\">Normatives mediambientals recents amb impacte en el transport de combustible<\/h2>\n\n<p>El transport de combustibles no sols ha de garantir seguretat en carretera, sin\u00f3 tamb\u00e9 complir amb un marc ambiental cada vegada m\u00e9s exigent. La <strong>Uni\u00f3 Europea ha desenvolupat diferents normatives<\/strong> que busquen reduir les emissions contaminants, limitar els riscos ambientals de la manipulaci\u00f3 de carburants i avan\u00e7ar cap a la neutralitat clim\u00e0tica. <\/p>\n\n<p>Algunes d&#8217;aquestes normes afecten directament els <strong>vehicles de transport per carretera<\/strong>, mentre que unes altres se centren en <strong>instal\u00b7lacions i operacions log\u00edstiques<\/strong> (com a terminals o punts de c\u00e0rrega i desc\u00e0rrega), o formen part d&#8217;un <strong>marc clim\u00e0tic transversal<\/strong> que condiciona a tota la cadena de subministrament energ\u00e8tic.<\/p>\n\n<h3 class=\"wp-block-heading\">Normativa Euro VI<\/h3>\n\n<p>La normativa <a href=\"https:\/\/eur-lex.europa.eu\/ES\/legal-content\/summary\/emissions-from-heavy-duty-vehicles-euro-vi-certification-rules.html\" target=\"_blank\" rel=\"noreferrer noopener\">Euro VI<\/a>, vigent des de 2013 fins a la futura aplicaci\u00f3 de la nova Euro 7, fixa els l\u00edmits d&#8217;emissions contaminants (NOx, part\u00edcules, mon\u00f2xid de carboni i hidrocarburs) per a vehicles de transport. Aquesta normativa va obligar a moltes empreses i professionals del transport a renovar la seva flota amb camions menys contaminants, amb l&#8217;objectiu de reduir dr\u00e0sticament els \u00f2xids de nitrogen i les part\u00edcules. Tamb\u00e9 va suposar un increment en el cost de manteniment, a canvi d&#8217;una <strong>millora en el rendiment i el consum.<\/strong>  <\/p>\n\n<p>Els principals aspectes per a destacar de la normativa s\u00f3n:<\/p>\n\n<p><strong>Reducci\u00f3 de contaminants respecte a Euro V<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>NO\u2093: de 2,0 g\/kWh (Euro V) a 0,4 g\/kWh (\u221280 %).<\/li>\n\n\n\n<li>Part\u00edcules (PM): de 0,02 g\/kWh a 0,01 g\/kWh (\u221250 %).<\/li>\n\n\n\n<li>Introducci\u00f3 de l\u00edmit en nombre de part\u00edcules (PN), no sols massa, per a controlar les m\u00e9s ultrafines.<\/li>\n<\/ul>\n\n<p><strong>Tecnologies obligat\u00f2ries<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>SCR (Reducci\u00f3 Catal\u00edtica Selectiva) amb AdBlue per a reduir NO\u2093.<\/li>\n\n\n\n<li>Filtres de part\u00edcules di\u00e8sel (DPF) d&#8217;alta efici\u00e8ncia.<\/li>\n\n\n\n<li>EGR (recirculaci\u00f3n de gases de escape) optimizada en algunos fabricantes.<\/li>\n<\/ul>\n\n<p><strong>Proves m\u00e9s realistes<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Introducci\u00f3 d&#8217;assajos d&#8217;emissions en condicions reals de conducci\u00f3 (PEMS, Portable Emissions Measurement Systems).<\/li>\n\n\n\n<li>Assajos tant en banc de motor com en carretera.<\/li>\n<\/ul>\n\n<p><strong>Durabilitat i conformitat<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Els l\u00edmits han de complir-se durant <strong>700.000 km o 7 anys<\/strong> en vehicles pesants (categoria N3 &gt;16 t i M3 &gt;7,5 t).<\/li>\n\n\n\n<li>Requisits de diagn\u00f2stic a bord (OBD) per a detectar fallades en els sistemes anticontaminaci\u00f3.<\/li>\n<\/ul>\n\n<p><strong>Altres contaminants regulats<\/strong><\/p>\n\n<p>Mon\u00f2xid de carboni (CO), hidrocarburs totals (THC) i met\u00e0 (CH\u2084).<\/p>\n\n<h3 class=\"wp-block-heading\">La futura normativa Euro 7<\/h3>\n\n<p>La normativa <strong>Euro 7<\/strong>, aprovada en 2023 i amb entrada en vigor prevista per a <strong>juliol de 2027<\/strong> en vehicles pesants, suposar\u00e0 un abans i un despr\u00e9s en el transport de combustibles per carretera. El seu objectiu \u00e9s endurir m\u00e9s els l\u00edmits d&#8217;emissions contaminants i ampliar l&#8217;abast de la regulaci\u00f3 a nous factors que fins ara no estaven controlats. <\/p>\n\n<p>Entre els principals canvis destaquen:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>L\u00edmits d&#8217;emissions m\u00e9s estrictes:<\/strong> reducci\u00f3 aproximada del <strong>50% en \u00f2xids de nitrogen (NO<\/strong><strong>\u2093)<\/strong> i del <strong>20% en part\u00edcules (PM)<\/strong> respecte a Euro VI, a m\u00e9s de la inclusi\u00f3 de nous contaminants com a met\u00e0 (CH\u2084), \u00f2xid nitr\u00f3s (N\u2082O), hidrocarburs no met\u00e0nics (NMOG) i formaldehid.<\/li>\n\n\n\n<li><strong>Part\u00edcules ultrafinas sota control:<\/strong> per primera vegada, es comptabilitzen les emissions de part\u00edcules des de 1<strong>0 nan\u00f2metres (PN10)<\/strong>, quan fins ara el l\u00edmit estava en 23 nm.<\/li>\n\n\n\n<li><strong>Proves en condicions reals (RDE):<\/strong> ja no s&#8217;avaluar\u00e0 nom\u00e9s en laboratori, sin\u00f3 tamb\u00e9 en trajectes curts, arrencades en fred i situacions de conducci\u00f3 real.<\/li>\n\n\n\n<li><strong>Emissions no procedents de la fuita:<\/strong> l&#8217;Euro 7 regula tamb\u00e9 les part\u00edcules alliberades per <strong>frens i pneum\u00e0tics<\/strong>, reconeixent que s\u00f3n una font rellevant de contaminaci\u00f3 urbana.<\/li>\n\n\n\n<li><strong>Major durabilitat de compliment:<\/strong> els vehicles pesants hauran de mantenir els nivells d&#8217;emissions durant m\u00e9s temps, fins a <strong>15 anys o 875.000 km<\/strong> en les categories superiors, enfront dels 7 anys o 700.000 km d&#8217;Euro VI.<\/li>\n\n\n\n<li><strong>Monitoratge a bord<\/strong>: ser\u00e0 obligatori l&#8217;\u00fas de sistemes de mesurament de consum i emissions (OBFCM), amb prohibici\u00f3 de dispositius de manipulaci\u00f3.<\/li>\n\n\n\n<li><strong>Durabilitat de bateries en el\u00e8ctrics i h\u00edbrids endollables:<\/strong> s&#8217;estableixen m\u00ednims de capacitat que han de mantenir-se durant diversos anys o quil\u00f2metres, garantint que els vehicles de baixes emissions siguin realment sostenibles a llarg termini.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">Sistema de Comer\u00e7 d&#8217;Emissions de la UE (EU ETS i ETS II)<\/h3>\n\n<p><strong>L&#8217;EU ETS<\/strong> \u00e9s el principal instrument de la Uni\u00f3 Europea per a reduir les emissions de gasos d&#8217;efecte d&#8217;hivernacle. Funciona com un mercat en el qual les empreses han de comprar drets per cada tona de CO\u2082 emesa. <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Fins ara cobria sectors com a electricitat, sider\u00fargia, aviaci\u00f3 i mar\u00edtim.<\/li>\n\n\n\n<li>Amb la reforma de 2023 s&#8217;ha creat l&#8217;<strong>ETS II<\/strong>, que inclour\u00e0 el <strong>transport per carretera i calefacci\u00f3<\/strong> a partir de <strong>2027<\/strong>.<\/li>\n\n\n\n<li>Aix\u00f2 significa que les empreses de transport de combustibles hauran de comptabilitzar i pagar per les seves emissions de CO\u2082, la qual cosa encarir\u00e0 les operacions amb flotes m\u00e9s contaminants.<\/li>\n<\/ul>\n\n<p>Aix\u00f2 pot incrementar el cost log\u00edstic per la compra de drets d&#8217;emissi\u00f3, per\u00f2 tamb\u00e9 incentivar per a renovar flotes cap a camions impulsats amb biocombustibles, electricitat, o GNL.<\/p>\n\n<h3 class=\"wp-block-heading\">Directiva SEVESO III (2012\/18\/UE)<\/h3>\n\n<p>Encara que <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A32012L0018\" target=\"_blank\" rel=\"noreferrer noopener\">la directiva SEVESO III<\/a> no est\u00e0 directament relacionada amb les emissions, s\u00ed que regula la prevenci\u00f3 i control d&#8217;accidents greus que impliquin subst\u00e0ncies perilloses, com pot ser el combustible.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Es centra en subst\u00e0ncies com a hidrocarburs, gasoil, gasolina i productes qu\u00edmics.<\/li>\n\n\n\n<li>Obliga instal\u00b7lacions i operadors a realitzar <strong>informes de seguretat<\/strong> i plans d&#8217;actuaci\u00f3 davant accidents que puguin danyar al medi ambient.<\/li>\n\n\n\n<li>Suposa major tra\u00e7abilitat i controls en operacions de c\u00e0rrega i desc\u00e0rrega de camions cisterna.<\/li>\n<\/ul>\n\n<p><strong>Impacte en el transport de combustibles:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Requiere que las empresas log\u00edsticas tengan protocolos coordinados con terminales y autoridades locales.<\/li>\n\n\n\n<li>Refor\u00e7a la responsabilitat ambiental en cas d&#8217;accident durant operacions de transport.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">Legislaci\u00f3 sobre compostos org\u00e0nics vol\u00e0tils (COV) i recuperaci\u00f3 de vapors<\/h3>\n\n<p>Els combustibles alliberen <strong>compostos org\u00e0nics vol\u00e0tils (COV) <\/strong>durant el seu transport, especialment en operacions de c\u00e0rrega i desc\u00e0rrega. Per a reduir aquests impactes, la UE va aprovar la <strong>Directiva 94\/63\/CE<\/strong> (i posteriors actualitzacions). <\/p>\n\n<p>Aquesta directiva:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Obliga a implementar sistemes de recuperaci\u00f3 de vapors en terminals i estacions de servei (Stage I i Stage II Vapour Recovery).<\/li>\n\n\n\n<li>Els <strong>camions cisterna<\/strong> han d&#8217;estar equipats per a la connexi\u00f3 herm\u00e8tica amb aquests sistemes.<\/li>\n\n\n\n<li>Redueix emissions que contribueixen a <strong>l&#8217;oz\u00f3 troposf\u00e8ric<\/strong> i a la contaminaci\u00f3 atmosf\u00e8rica urbana.<\/li>\n<\/ul>\n\n<p><strong>Impacte en el transport de combustibles:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Adaptaci\u00f3 t\u00e8cnica de cisternes per a complir amb els sistemes de recuperaci\u00f3.<\/li>\n\n\n\n<li>Major inversi\u00f3 en equips de c\u00e0rrega\/descarrega.<\/li>\n\n\n\n<li>Disminuci\u00f3 de la petjada ambiental de la log\u00edstica del combustible.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">Directiva Marc de Residus (2008\/98\/CE)<\/h3>\n\n<p>La <strong><a href=\"https:\/\/www.miteco.gob.es\/es\/calidad-y-evaluacion-ambiental\/participacion-publica\/directiva_marco_residuos.html\" target=\"_blank\" rel=\"noreferrer noopener\">Directiva 2008\/98\/CE<\/a><\/strong> del Parlament Europeu i del Consell, coneguda com a <strong>Directiva Marc de Residus, <\/strong>estableix el marc legal per a la <strong>gesti\u00f3 de residus a la Uni\u00f3 Europea<\/strong>, inclosos els residus perillosos que genera el transport i manipulaci\u00f3 de combustibles.<\/p>\n\n<p>Aquesta directiva t\u00e9 com a objectiu la protecci\u00f3 del medi ambient i de les persones mitjan\u00e7ant la correcta gesti\u00f3 de residus.<\/p>\n\n<p><strong>Jerarquia de residus<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Prevenci\u00f3 (evitar la generaci\u00f3 de residus).<\/li>\n\n\n\n<li>Preparaci\u00f3 per a la reutilitzaci\u00f3.<\/li>\n\n\n\n<li>Reciclatge.<\/li>\n\n\n\n<li>Un altre tipus de valoritzaci\u00f3 (ex. energ\u00e8tica).<\/li>\n\n\n\n<li>Eliminaci\u00f3 (\u00faltima opci\u00f3).<\/li>\n<\/ul>\n\n<p><strong>Principi de \u201cqui contamina paga\u201d<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>El productor del residu (en aquest cas, una empresa transportista de combustibles que genera aig\u00fces contaminades, llots, filtres usats, etc.) \u00e9s responsable de la seva correcta gesti\u00f3 i dels costos associats.<\/li>\n<\/ul>\n\n<p><strong>Responsabilitat ampliada del productor<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Les empreses no sols han de lliurar els residus a un gestor autoritzat, sin\u00f3 tamb\u00e9 garantir la <strong>tra\u00e7abilitat <\/strong>i disposar de documentaci\u00f3 que acrediti el tractament final.<\/li>\n<\/ul>\n\n<p><strong>Definici\u00f3 i control de residus perillosos<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Classificaci\u00f3 espec\u00edfica per a residus amb propietats inflamables, t\u00f2xiques o contaminants, entre els quals s&#8217;inclouen els <strong>derivats del transport de combustibles.<\/strong><\/li>\n\n\n\n<li>Les empreses dedicades al transport de combustible poden gestionar residus perillosos, d&#8217;acord amb aquesta directiva:<\/li>\n\n\n\n<li>Aig\u00fces contaminades procedents de la neteja de cisternes o fugides.<\/li>\n\n\n\n<li><strong>Llots i sediments<\/strong> acumulats en dip\u00f2sits i canonades.<\/li>\n\n\n\n<li><strong>Filtres d&#8217;absorci\u00f3 i materials contaminats<\/strong> usats en operacions de c\u00e0rrega\/descarrega.<\/li>\n\n\n\n<li>Restes d&#8217;envasos i embalatges contaminats amb carburants.<\/li>\n<\/ul>\n\n<p>El marc regulador ambiental a Europa \u00e9s cada vegada <strong>m\u00e9s exigent i afecta de ple al transport de combustibles de manera directa i indirecta: <\/strong>des de l&#8217;obligaci\u00f3 de reduir emissions fins a la gesti\u00f3 segura de residus i vapors, passant pel pagament de drets de carboni o la implantaci\u00f3 de protocols enfront d&#8217;accidents.<strong> Adaptar-se a aquestes normatives no \u00e9s una opci\u00f3,<\/strong> sin\u00f3 una condici\u00f3 indispensable per a operar amb garanties en un sector estrat\u00e8gic i d&#8217;alt impacte.<\/p>\n\n<p>En aquest context, <a href=\"https:\/\/nievesenergia.com\/ca\/productes-i-serveis\/transport-de-combustible\/\"><strong>Nieves Mobility<\/strong><\/a> es posiciona com un <strong>partner de confian\u00e7a <\/strong>per al transport de combustibles per carretera.
